Roles & Responsibilities

PRIMARY RESPONSIBILITIES:

• Prepare property valuation reviews, budgets, tax impact analysis, and assessment analysis, as assigned by senior staff;

• Develop assessment and tax estimates for development and leasing; inquiries with reference to proper assessment methodologies and property tax regulations;

• Assist in appeal management, file maintenance, and ensuring legislated deadlines are monitored and fulfilled;

• Work with the Director of Property Tax to properly and effectively manage outstanding appeals, including court preparation, statement of issues, evidence submissions and response to municipal and assessment inquiries;

• Arrange and organize tenant assessment tracking and tax allocations for tax recovery purposes;

• Ensure data collected as part of on-going assignments is entered accurately into the appropriate database in a timely fashion;

• Prepare market research reports relevant to valuation arguments;

• Conduct research and collect data from internal and external third-party sources to prepare rental rate, sales, and vacancy studies;

• Continuously upgrade the level of knowledge regarding property assessment and taxation practices and procedures and legislation, including self-study of assessment legislation and regulations;

• When necessary negotiate with assessors and present proper assessment and valuation arguments;

• Estimate property tax recovery rates for new tenants, based on review and interpretation of provisions of tenant leases;

• Calculation of tenant allocations based on approved budgets, tenant leases and applicable legislation;

• Preparation of Vacancy Rebate applications for Ontario properties and compile information required by municipalities to process said applications;

• Completion of annual Property Income and Expense Questionnaires and the necessary back-up documentation required by law by the assessment authorities to be used in the preparation of assessments;

• Quarterly recovery accruals and variance analysis against budget;

• Day to day contact with assessors, consultants and municipalities regarding details on calculations of annual taxes required by tenants;

• Estimate property tax recovery rates for new tenants, based on review and interpretation of provisions of tenant leases;

• Preparation of Vacancy Rebate applications for Ontario properties and compile information required by municipalities to process said applications.

KNOWLEDGE, EXPERIENCE & SKILLS 

REQUIRED LEVEL OF EDUCATION AND JOB-RELATED EXPERIENCE:

• Community College Diploma in the area of accounting, business or assessment;

• Three to five years of lease interpretation; accounting in the retail property management industry;

• Proficiency with MS Excel, Word and Outlook, and the ability to perform internet research.

SPECIFIC SKILLS: 

• Ability to communicate effectively, both oral and written;

• Fluent in both English and French (written and verbal);

• Ability to allocate time effectively, work under pressure and manage tight deadlines;

• Ability to handle multiple demands and competing priorities;

• Ability to work independently, as well as on a team;

• Strong lease interpretation skills;

• Strong analytical and problem-solving skills
