exceptional life-style opportunities to its residents. Under the direction of the Director of Finance & IT, the Manager of
Information Technology (IT) is responsible for the day-to-day supervision and management of all Information Services. This
position oversees the IT function (Network Administration, Web Development, Database Administration, and IT Support), GIS
functions (Mapping Systems, Databases, and GIS Projects), in addition to service contracts and the Municipality’s interests
within the Valley Community Fibre Network.
Reporting to the Director of Finance & IT, the successful candidate will:
Manage all Departmental human resources including supervision, training and performance management including
the setting of key targets for all staff (IT and GIS);
Assist the Director of Finance & IT to prepare IT’s annual operating and capital budgets for the department in line
with the Municipality’s Strategic Plan;
Ensure the Municipality’s Strategic Plan for the management of all information resources is based on best practices;
Provide project management and prioritization of small to large scale municipal initiatives and projects;
Provide guidance and support in the implementation of the IT Work Plan that may include enhancements to the
organization’s IT infrastructure, systems maintenance and upgrades, and new/improved processes;
Identify the necessary processes and polices required to ensure the Municipality’s public and staff websites and
other internal web applications are always current, accurate and meet the needs of their target audiences;
Oversee the corporate GIS Work Plan and ensures GIS Mapping Systems, GIS Databases, and GIS projects follow
internal protocols, policies, and procedures;
Represent the municipality on boards and committees relevant to IT services;
Manage IT service agreements with municipal partners;
Manage licenses for municipal users and license agreements with vendors;
Advise and manage contracts and services provided to third parties.
Provide advice and manage the Municipality’s interests in the Valley Community Fibre Network
Ensure the required systems are in place to meet the organization’s network, user, communications and data
security needs; and
Promote a diverse and inclusive work environment.
A Bachelor Degree or Diploma in a computer science, information systems, or related field is required;
Minimum of 5-7 years related experience including 1-3 years in a management role;
Experience in evaluating technology requirements for business processes and optimizing processes and technology
for higher productivity and efficiency;
Ability to explain technical concepts and applications to Council and Staff;
Strong knowledge of computer applications within a Windows Server environment;
Ability to think and act strategically in a political and community service environment, and to foster and contribute to
a positive, productive, and inclusive work environment;
Must have excellent written and verbal communication skills, as well as presentation/facilitation skills; and
Must have strong project management and research skills with the ability to operate within tight timelines and
Business Hours are Monday through Friday 8:30 AM to 4:30 PM (evening / weekend meetings may be required).
Compensation includes a competitive salary ($73,513 – $83,931), benefits plan, and pension (Defined Contribution 8%
